The next stage of the ITU Technical Official Education Programme was held on 3-4 April in Gothenburg, Sweden.

Almost twenty technical officials and event organisers from Sweden, Finland, Denmark and Greece joined the two-day seminar hosted by the Swedish Triathlon Federation to learn more about venue and technical operations of high-level triathlon events.

The ITU Level II Technical Officials Course was conducted by Thanos Nikopoulos, ITU Technical Operations Manager and assisted by Eugene Kraus, International Technical Official from Luxembourg, who is also an applicant for the ITU Facilitators Programme. The members of the ITU Facilitators Programme will be able to lead similar seminars in the future.

During the closing workshop of the seminar the participants analysed the upcoming Swedish national events to identify the differences between where they are now and where they want to be in the future.

All officials had been awarded by ITU Level II Technical Official Certification Diploma.

ABOUT ITU TECHNICAL OFFICIAL EDUCATION AND CERTIFICATION SYSTEM:
The goal of the ITU Technical Officials Education and Certification System is to improve the level of triathlon officiating all over the world by:
- creating a basic level of officiating skills, where national federation officiating programmes do not exist or is at a very basic (grass roots) level;
- improving the level of officiating skills where the system is already in place.

The operation of the ITU Technical Officials Education and Certification System is coordinated by the ITU Events Department. It features standard learning materials and specifically trained lecturers for the following three levels of courses:

National Technical Official (NTO) Level I:
The objective of the Level I course is to provide participants with the theoretical and practical training required to make them capable of officiating as a Technical Delegate (TD) at national level events (national championships, national cups) and as a Technical Official (TO) at international events (continental cups, continental championships, minor multisport events) held within their country. The Level I course also identifies candidates for the position of National Technical Officials (NTO). Level I courses are organized by the National Federations. ITU will provide the necessary learning support materials and qualified facilitators if it is requested by the NFs. Those NTOs who meet the required test scores and a minimum two years experience will be eligible to attend a Level II course.

Continental Technical Official (CTO) Level II:
The objective of the Level II course is to provide participants with the theoretical and practical training required to make them capable of officiating at Continental Championships, Continental Cups and Multisport Series Events as a TD and at World Championships, World Cups and Major MultiSport Events as a TO. Level II courses are organized by Continental Confederations and/or the ITU Events Department. ITU will provide the necessary materials and facilitators if it is requested by the continental confederation. The participants who successfully complete the course requirements receive an ITU Level II Officiating Certificate.

International Technical Official (ITO) Level III:
The objective of the Level III course is to provide participants with the theoretical and practical training required to make them capable of officiating as a TD at the highest level international events (Olympic Games, Major MultiSport Games, World Championships, MultiSport World Championships and World Cups), or as a TO at Olympic Games. Level III courses are hosted by the ITU Events Department. All necessary materials and mentors are provided by ITU.

La siguiente fase del Programa de Formación de Oficiales de la ITU tuvo lugar en Gotemburgo, Suecia, el 3 y 4 de Abril.

Casi veinte técnicos oficiales y organizadores de pruebas de Suecia, Finlandia, Dinamarca y Grecia se dieron cita en los dos días de seminario que ha albergado la Federación Sueca de Triatlón para adquirir una mayor formación acerca de las sedes y las operaciones técnicas de las pruebas de triatlón de alto nivel.

El Curso de Técnicos Oficiales Nivel II de la ITU fue dirigido por Thanos Nikopoulos, Manager de Operaciones de Eventos de la ITU, con la ayuda de Eugene Kraus, Técnico Oficial Internacional de Luxemburgo y candidato al Programa de Facilitadores de la ITU. Los miembros del Programa de Facilitadores de la ITU serán capaces de dirigir cursos similares en el futuro.

Durante la clausura del seminario los participantes hicieron un análisis de las próximas pruebas nacionales en Suecia y así identificar en qué situación se encuentran en estos momentos y dónde quieren llegar.

Todos los oficiales han sido reconocidos con el Diploma de Técnico Oficial Nivel de la ITU

SOBRE EL SISTEMA DE FORMACIÓN DE TÉCNICOS OFICIALES Y CERTIFICACIONES DE LA ITU:
El objetivo del Sistema de Formación de Técnicos Oficiales y Certificaciones de la ITU es mejorar el nivel del triatlón por todo el mundo:
- Creando un nivel básico de habilidades y conocimientos, donde las federaciones nacionales no tienen programa o este tiene un nivel muy básico.
- Mejorando el nivel de competencias y habilidades donde el sistema ya está en marcha.

El funcionamiento del Sistema de Formación de Oficiales Técnicos y Certificaciones de la ITU está coordinado por el Departamento de Competición de la ITU. Ofrece materiales de aprendizaje de calidad y por profesores formados específicamente para los tres niveles de los cursos:

Técnico Oficial Nacional (NTO) Nivel 1:
El objetivo del curso Nivel 1 es proporcionar a los participantes de la formación teórica y práctica necesaria para que sean capaces de ejercer como Delegados Técnicos (TD) en pruebas a nivel nacional (campeonatos nacionales, copas nacionales) y como Técnico Oficial (TO) en pruebas internacionales (copas continentales, campeonatos continentales, pruebas menores de multideporte) celebradas en sus países. El curso de Nivel 1 también identifica a los candidatos para el cargo de Técnicos Oficiales Nacionales (NTO). Los cursos de Nivel 1 son organizados por las Federaciones Nacionales. La ITU proporcionará los materiales necesarios para el aprendizaje y personal de apoyo si son solicitados por la NFs. Los NTOs que superen los contenidos y tengan un mínimo de 2 años de experiencia podrán asistir a un curso Nivel II.

Técnico Oficial Continental (CTO) Nivel II:
El objetivo del curso Nivel II es proporcionar a los participantes la formación teórica y práctica necesaria para que tengan la capacidad de trabajar en Campeonatos Continentales, Copas Continentales y Series de Pruebas de Multideporte como un DT y en los Campeonatos del Mundo, Copas del Mundo y Pruebas Principales de Multideporte como un OT. Los cursos nivel II son organizados por las Confederaciones Continentales y/o el Departamento de Competición de la ITU. La ITU proporcionará los materiales necesarios y las facilidades si son solicitadas por la confederación continental. Los participantes que superen con éxito el curso recibirán el Certificado de Oficial Nivel II de la ITU.

Técnico Oficial Internacional (ITO) Nivel III:
El objetivo del curso Nivel III es proporcionar a los participantes la formación teórica y práctica necesaria para que tengan la capacidad de trabajar como DT en las pruebas de más alto nivel (Juegos Olímpicos, Juegos Principales de Multideporte, Campeonatos del Mundo, Campeonatos del Mundo de Multideporte y Copas del Mundo) o como OT en los Juegos Olímpicos. Los cursos Nivel III son organizados por el Departamento de Competición de la ITU. Todos los materiales necesarios y profesores son proporcionados por la ITU.
